A DOCUMENT REGARDING THE PREPARATION OF THE PRUTH RIVER FOR NAVIGATION, AT THE BEGINNING OF THE XX-TH CENTURY

Abstract
At the beginning of the XX-th century, Pruth river represented, on much of its length, the Eastern border of Romania, separating Romania from the Austro-Hungarian Empire and from Russia.
The river was prepared for navigation by the common efforts of the riparian countries which, after 1866, founded an organization named „The Mixed Commission of the Pruth”.
In 1901, after exactly 30 years since the moment the Commission had become effective, a technical Commission, consisting of experts appointed by their governments, was constituted and it was charged with the examination of the preparation works accomplished until that date and of their results. Moreover, the technical Commission was supposed to issue the future plans in this respect.
On July 21-st/August 3-rd, 1901, in Bucharest, the technical Commission, having the engineer Anghel Saligny as the representative of Romania, issued a protocol evaluating the works performed under the coordination of the Mixed Commission of the Pruth. The article includes, as an Annex, this remarkable document which is worth of the attention of the researchers.
UN DOCUMENT SUR L’AMENAGEMENT POUR NAVIGATION DE LA RIVIERE DE PRUTH AU DEBUT DU XX-EME SIECLE
Résumé
Au début du vingtième siècle, la rivière du Pruth a formé, en grande partie, la frontière d’est de la Roumanie avec l’Austriche-Hongrie et la Russie.
La rivière a été aménagée pour navigation par les efforts communs des états riverains, réunis, après 1866, dans une organisation dénommée la Commission Mixte du Pruth.
En 1901, l’année qui a marqué l’accomplissement des trois dizaines d’activité effective de la Commission, on a nommé une Commission technique, composée par des experts, chargés par les gouvernements respectifs, ayant en vue le but d’examiner les travaux d’amélioration exécutés et les résultats obtenus, et de formuler des plans pour l’avénir.
La Commission technique, dans laquelle la Roumanie a été représentée par l’ingénieur Anghel Saligny, a dressé un procès-verbal à Bucarest, au 21 juillet/3 août 1901, document remarquable, qui a fait le bilan des activités de la Commission Mixte du Pruth, acte que nous présentons comme annexe, à l’attention des chercheurs.
UN DOCUMENT PRIVIND AMENAJAREA PENTRU NAVIGAŢIE A RÂULUI PRUT LA ÎNCEPUTUL SECOLULUI AL XX-LEA
Rezumat
La începutul secolului XX, râul Prut a constituit, pe o bună porţiune, frontiera de est a României, cu Imperiul Austro-Ungar şi cu Rusia.
Fluviul a fost amenajat pentru navigaţie prin eforturile conjugate ale statelor riverane care, după 1866, s-au reunit într-o organizaţie denumită „Comisia Mixtă a Prutului”.
În 1901, an care a marcat împlinirea a 30 de ani de la debutul activităţii efective a Comisiei, a fost desemnată o Comisie Tehnică constituită din experţi delegaţi de guvernele fiecărei ţări, având scopul de a evalua lucrările de îmbunătăţire realizate până la acea dată şi rezultatele lor şi de a formula planuri pentru viitor.
Pe 21 iulie/3 august, la Bucureşti, Comisia Tehnică, care l-a avut pe Anghel Saligny drept reprezentant al României, a redactat un proces verbal prin care se făcea bilanţul activităţilor Comisiei Mixte a Prutului. Prezentăm, în anexă, acest document remarcabil, care merită toată atenţia cercetătorilor.
